Siege Warfare

This Technological Achievement gives your Infantry an advantage when attacking or defending in cities ONLY. When your Infantry attack cities each attacking Infantry unit receives a +1 to attack and when defending IN a city the infantry have a +2 for defensive purposes. No unit may have more than a 9 in attacking or defending.
